Bidders may therefore be requested to advise whether they would still be prepared to provide the required Goods/Services at their quoted price, even after they have been issued with a Letter of Regret. 7 7.1 Specification/Scope of Work Transportation of Belcon Terminal staff from their workplace at end of nightshift to their homes. 7.2 The pick-up time is 22h30 each week day (except when not required for the day) 7.3 This service is required in the late evenings from Monday to Friday (Weekends or public holidays only as and when required) 7.4 Current personnel quantity that make use of the service is 8 per night (might differ if someone is on leave/sick) 7.5 Routes: Northbound which includes areas up until Kraaifontein 7.6 Routes: Southbound which include areas up until Strandfontein, Mitchell’s Plain, Khayelitsha, Eersterivier. 7.7 Residential areas of personnel: Kuilsriver, Eersteriver, Blackheath, Bellville, Mfuleni, Kraaifontein, Mitchell’s Plain, Phillippi, Heideveld, Vasco, Elsiesriver, Bishop’s Lavis, Mfuleni, Delft, Gugulethu, Nyanga, Khayaletsha, Crossroad, Samora, Belhar and Parow 7.8 Transnet Freight Rail reserves the right to change the routes Transnet Request for Quotation BLE 3947/2020 7.9 Page 7 of 34 The successful bidder must have their own contingency plan and accident scene management in place before the commencement of the contract 7.10 The vehicle will be inspected by transnet freight rail to check for compliance of all requirements 7.11 Allocation of a Core Group of Drivers for Transnet Freight Rail. 7.12 A designated driver is required for the trip as to avoid unfamiliarity with the route, destinations and passengers. 7.13 Route planning to be discussed with Transnet Freight Rail which cannot be changed without approval of Transnet Freight Rail. 7.14 General Requirements: The successful bidder must comply to the Road Transport Act requirements The successful bidder must supply their own support staff (including backup drivers) The successful bidder must supply their own passenger liability cover The successful bidder must have their own contingency plan in place before the commencement of contract (a driver/vehicle to be available when a breakdown occurs A recovery plan should be in place (for breakdowns, accident etc.) and good communication between driver and the depot is essential The vehicle must be road worthy, have passenger seatbelts and a valid licence disc The vehicle/s must be equipped with a GPRS tracking equipment Driver to be tested each night at Transnet Freight Rail before commencing with trip for substance abuse (Mandatory) 7.15 General Information Only one trip is made each night (Monday- Friday) and start at the Belcon and ends with person dropped off. Public holidays, the personnel normally works day shift on some public holidays but as and when required transport will be needed on these days should staff have to work late. The day before Christmas and New Year the transport will not be required as the staff leaves earlier and uses their own/public transport The number of persons that is transported 7-10 (depending on shift) The rate should be based on an average which starts at Belcon and ends with the last person dropped off, there is no returning back to Belcon after each drop-off The minimum rate charge must be established by the bidders/supplier in the case where the total km’s is low and to have a viable trip For example: If total km’s is less than 100km then a minimum charge per trip is charged, above the 100km then the minimum charge plus the cost per km exceeding 100km can charged. 7.16 The quote must also take into consideration the increase in fuel price Pick up and Drop off for Nightshift The pickup and drop off nightshift workers shall be on week days (weekends and public holidays only on as and when required) The shift staff shall be picked up and dropped off at their residence Staff may change from time to time including their home addresses but such changes shall not affect this agreement so long as the home addresses are within the 20 km’s radius from the collection point. Transnet Request for Quotation BLE 3947/2020 Page 8 of 34 Fleet to provide the required level of service as well as other vehicles in reserve as stand-by, preferably least (2) modern taxi vehicle as well as large station wagon vehicles and that all its vehicles are air-conditioned and that it agrees warrants and states that it able and capable of providing the services of transportation of shift workers as listed hereinafter in this agreement on consideration of payment per month The tenderer should provide evidence that they have a stand by vehicle as to provide back up to ensure service is maintained per standard 8 Tenderer must have workers compensation insurance policy R2 million or more. Tenderer must have the public liability cover of R5 million Legal review A Proposal submitted by a Respondent will be subjected to review and acceptance or rejection of its proposed contractual terms and conditions by Transnet’s Legal Counsel, prior to consideration for an award of business. 9 Security clearance Acceptance of this bid could be subject to the condition that the Successful Respondent, its personnel providing the goods and its subcontractor(s) must obtain security clearance from the appropriate authorities to the level of CONFIDENTIAL/ SECRET/TOP SECRET. Obtaining the required clearance is the responsibility of the Successful Respondent. Acceptance of the bid is also subject to the condition that the Successful Respondent will implement all such security measures as the safe performance of the contract may require. 10 National Treasury’s Central Supplier Database Respondents are required to self-register on National Treasury’s Central Supplier Database (CSD) which has been established to centrally administer supplier information for all organs of state and facilitate the verification of certain key supplier information. Transnet is required to ensure that price quotations are invited and accepted from prospective bidders listed on the CSD. Business may not be awarded to a respondent who has failed to register on the CSD. Only foreign suppliers with no local registered entity need not register on the CSD. The CSD can be accessed at https://secure.csd.gov.za/. 11 Tax Compliance Respondents must be compliant when submitting a proposal to Transnet and remain compliant for the entire contract term with all applicable tax legislation, including but not limited to the Income Tax Act, 1962 (Act No. 58 of 1962) and Value Added Tax Act, 1991 (Act No. 89 of 1991). It is a condition of this bid that the tax matters of the successful Respondents be in order, or that satisfactory arrangements have been made with South African Revenue Service (SARS) to meet the Respondents tax obligations. The Tax Compliance status requirements are also applicable to foreign Respondents/ individuals who wish to submit bids. It is a requirement that bidders grant a written confirmation when submitting this bid that SARS may on an ongoing basis during the tenure of the contract disclose the bidder’s tax compliance status and by submitting this bid such confirmation is deemed to have been granted. Where Consortia / Joint Ventures / Sub-contractors are involved, each party must be registered on the Central Supplier Database and their tax compliance status will be verified through the Central Supplier Database. Transnet agrees that it shall only process the information disclosed by Respondents in their response to this bid for the purpose of evaluating and subsequent award of business and in accordance with any applicable law. Furthermore, Transnet will not otherwise modify, amend or alter any personal data submitted by Respondents or disclose or permit the disclosure of any personal data to any Third Party without the prior written consent from the Respondents. Similarly, Transnet requires Respondents to process any personal information disclosed by Transnet in the bidding process in the same manner.
