Bidders may therefore be requested to advise whether they would still be prepared to provide the required Goods/Services at their quoted price, even after they have been issued with a Letter of Regret.10Specification/Scope of Work Refer to attached Annexure A – Scope of work.11Legal review A Proposal submitted by a Respondent will be subjected to review and acceptance or rejection of its proposed contractual terms and conditions by Transnet’s Legal Counsel, prior to consideration for an award of business.Transnet Request for Quotation No iCLM HQ 622/TPT12Page 6 of 25Security clearance Acceptance of this bid could be subject to the condition that the Successful Respondent, its personnel providing the goods and its subcontractor(s) must obtain security clearance from the appropriate authorities to the level of CONFIDENTIAL/ SECRET/TOP SECRET. Obtaining the required clearance is the responsibility of the Successful Respondent. Acceptance of the bid is also subject to the condition that the Successful Respondent will implement all such security measures as the safe performance of the contract may require.13National Treasury’s Central Supplier Database Respondents are required to self-register on National Treasury’s Central Supplier Database (CSD) which has been established to centrally administer supplier information for all organs of state and facilitate the verification of certain key supplier information. Transnet is required to ensure that price quotations are invited and accepted from prospective bidders listed on the CSD. Business may not be awarded to a respondent who has failed to register on the CSD. Only foreign suppliers with no local registered entity need not register on the CSD. The CSD can be accessed at https://secure.csd.gov.za/. For this purpose, the attached SBD 1 Form must be completed and submitted as a mandatory returnable document by the closing date and time of the bid.14Tax Compliance Respondents must be compliant when submitting a proposal to Transnet and remain compliant for the entire contract term with all applicable tax legislation, including but not limited to the Income Tax Act, 1962 (Act No. 58 of 1962) and Value Added Tax Act, 1991 (Act No. 89 of 1991). It is a condition of this bid that the tax matters of the successful Respondents be in order, or that satisfactory arrangements have been made with South African Revenue Service (SARS) to meet the Respondents tax obligations. The Tax Compliance status requirements are also applicable to foreign Respondents/ individuals who wish to submit bids. Where Consortia / Joint Ventures / Sub-contractors are involved, each party must be registered on the Central Supplier Database and their tax compliance status will be verified through the Central Supplier Database.15Protection of Personal Data In responding to this bid, Transnet acknowledges that it may obtain and have access to personal data of the Respondents. Transnet agrees that it shall only process the information disclosed by Respondents in their response to this bid for the purpose of evaluating and subsequent award of business and in accordance with any applicable law. Furthermore, Transnet will not otherwise modify, amend or alter any personal data submitted by Respondents or disclose or permit the disclosure of any personal data to any Third Party without the prior written consent from the Respondents. Similarly, Transnet requires Respondents to process any personal information disclosed by Transnet in the bidding process in the same manner. In the event of any Respondent being notified of such short-listed/preferred bidder status, his/her bid, as well as any subsequent negotiated best and final offers (BAFO), will automatically be deemed to remain valid during the negotiation period and until the ultimate award of business. Should Transnet conduct post tender negotiations, Respondents will be requested to provide their best and final offers to Transnet based on such negotiations. Otherwise, a final contract will be concluded and entered into with the successful Bidder at the acceptance of a letter of award by the Respondent.2Validity Period Transnet requires a validity period of 90[Ninety] Business Days from the closing date of this RFQ, excluding the first day and including the last day. Bidders are to note that they may be requested to extend the validity period of their bid, on the same terms and conditions, if the internal evaluation process has not been finalised within the validity period. DESCRIPTION OF SERVICES REQUIRED The bidder must provide TPT with asset removal services, storage facilities, packaging complements and complete assistance to move assets and packed boxes from Head Office South Tower building. All items not required in the North Tower must be removed and kept in the storage facility. Provide transport, labour, and interim storage for identified scrapped old assets as per Annex ure C. 3. SCOPE OF WORKS REQUIREMENTS 3.1Provide furniture and office equipment removal services for HQ TPT.3.2Provide safe commercial storage facility for TPT assets.3.3Provide extra complimentary services for North Tower building as per given plans (Reinstallation of electrical power modular and assembling of workstations as per plan). See attached draw ings i.e. 1, 2, 3 and 4.4. SPECIFICATION REQUIREMENTS 4.1PACKAGING & REMOVAL SERVICES: 4.1.1 Dismantling and remove all existing movable furniture, appliances, kitchenware, décor and equipment from South Tower as listed in Annexure A . 4.1.2. All items listed in Annexure A to be bubble wrapped, boxed, removed and kept in storage facility. Only except the ones identified to be refitted at North Tower Building to remain at HQ. 4.1.3 Dismantling and remove all identified movable furniture, appliances, kitchenware, décor and equipment from North Tower building as listed in Annexure B . 4.1.4 Remove and store all filled boxes from South Tower and North Tower buildings.RFQ No: iCLM HQ 509/TPT4.2COMMERCIAL STORAGE FACILITY Provide suitable storage facility/facilities of not less than approximately 1000m² fitted with proper shelving to store all items as listed in Annexure A. The storage facility must also cater for a separate storage of all electronic related equipment in a cool environment where the temperature is to be maintained at no more than 25°C.4.2.1 Accessibility: The facility must have drive-up storage units or areas where trucks can load and offload. The items stored must remain accessible during the storage period, by authorised Transnet employees only. Authorisation is to be issued in writing by the TPT Facilities Manager for the item as listed in the authorisation letter only. Proposals there-off to be further discussed and agreed upon with TPT Facilities Manager 4.2.2 Security: the facility to have secured fence boundaries, with controlled access either by 24/7 CCTV monitoring or 24hr physical security guard. 4.2.3 Location: The facility is to be within the eThekwini Municipality, with easy access from national roads. 4.2.4 Rental Period: TPT will consider a 12 (twelve) month rental with an option to renew or extend on a month-to-month basis as required. 4.2.5 Rental Terms TPT reserves the right to request certain assets as and when required in writing by an authorized employee. Service provider to provide transport, labour to place, and assemble the asset as directed by the TPT representative. 4.2.6 Insurance:third party insurance is required for the full rentalperiod. 4.2.7 Provide wooden pallets for non-electrical items i.e. furniture etc. 4.2.8 Provide shelves for electrical items such TV Screens, and other appliances. 5Standard Specifications The Storage facility building must comply with all the applicable laws and bylaws of eThekwini Local Metropolitan Municipality. Bidders who do not submit documents as per criterion before the closing date will be disqualified.7 Deliverables and Quantity The appointed bidder will provide external storage for TPT Head Office equipment’s, removal and complimentary works as indicated. 8 Supervision The bidder or a responsible person empowered to act for him shall be constantly on site to supervise and receive the instructions of the Project Leader. 9 To be supplied by the bidder The appointed bidder must supply all necessary materials, labour, tools, plant, PPE (Overalls, safety boots and Covid PPE such masks, gloves and sanitizers), demarcating, and transport required for the proper completion of the works. Safety plan must be provided showing how safety it will be managed. 10 To be supplied by Transnet Port Terminal Transnet Port Terminal will supply the necessary on-site quality control/ supervision. 11 Operating hours The Head Office operate 09 hours a day. The facilities team mainly works a day shift (07h30 – 16h00 weekdays) and all work should be done during this period.
